Riprap & Dock Work in Moneta, VA

A Moneta mailing address doesn't settle which county your Smith Mountain Lake lot is in. Moneta itself is in southern Bedford County, but its ZIP code runs to both sides of the lake and takes in part of Franklin County, and the county decides your land-disturbance permit, your building permit office and the fee to record an AEP permit. This page sets out both counties' rules for riprap, dock repair and boat lifts around Moneta, with worked numbers and costs.

Check the county before anything else

Bedford County holds the north half of the lake and Franklin County most of the south shore, with the Roanoke River channel as the line. A 24121 address south of that channel is a Franklin County property. Your real estate tax bill names the county, and so does the deed. Get it right first: AEP's dock application asks for the approved county permits and a recording-fee check for that county's Clerk of Circuit Court, so a wrong guess costs time.

Bedford side or Franklin side: what changes

AEP's rules don't change across the channel. Here's how the county difference plays out on one job. A contractor quotes 180 feet of riprap and expects to disturb a strip 12 feet back from the water, 2,160 square feet. On a Bedford lot that needs the county Land Disturbing Permit, because it's within 200 feet of the lake. On a Franklin lot, 2,160 is under the 3,000-square-foot local trigger. AEP's stabilization form still asks owners to forward the county erosion and sediment permit, so on the Franklin side ask the county's erosion and stormwater staff (540-483-3027, ext. 2324) what they'll issue for a job that size.

Dock repairs and lifts around Moneta

AEP doesn't require a permit to replace decking and other surface materials, siding or roof shingles, or to paint or stain, provided the dock keeps its dimensions, layout and location. Anything new, or any change that makes the dock bigger, goes to AEP. That's AEP's list, not the county's; Franklin County, for one, requires a building permit to construct or replace a deck, so ask the office on your side of the lake about structural repairs.

Lifts have rules of their own. A new or expanded PWC lift needs AEP approval. A bolt-on PWC lift that can't hold a boat isn't counted as a slip, but its area counts toward the dock's total square footage. Mooring whips can be added without approval, and a retractable boat cover needs a permit only if it extends past the dock. The USBC dock guide used by the lake counties calls for GFCI protection on every dock outlet, including a 240-volt boat hoist, and extra bracing between boat lift pulley attachment points. The dock repair and boat lift pages go further.

WSET reported on October 13, 2026 that the lake had sat about five feet below full pond for months during the drought, and a local boat company manager said the shoreline there had all been bare the week before. The low-water page covers what to look at on a dock, lift or bank after a year like that.

Costs for Moneta-area work

These are national figures with their sources, not Moneta quotes. HomeAdvisor (2025) puts dock repair at $3,201 on average, with most jobs between $889 and $5,663; replacing a piling at $300 to $1,600; boat lift repair at $175 to $500; and lift cable at $25 to $50 per linear foot. Fixr (January 2025) puts a new boat lift at $2,000 to $20,000, about $8,000 on average. Riprap runs $70 to $400 per linear foot in Angi's 2025 data, which puts the 180-foot job above between $12,600 and $72,000. AEP charges no permit fee. More in the cost guide.

Moneta dock and shoreline questions

Does a contractor need AEP approval to replace dock boards?

Not if the dock stays the same size, shape and spot. Replacing surface materials is on AEP's no-permit list along with siding, shingles, paint and stain. The county may see it differently for structural work.

Can a contractor add a PWC lift without a permit?

No. Any new or expanded PWC lift needs AEP approval, and the lift's area counts toward the dock's allowed square footage, which matters on a dock already near its limit.

Can a contractor expand an older dock that has a living space on it?

Not the living space. AEP treats docks built before August 31, 2003 and not modified since, or lacking an Occupancy and Use Permit, as legacy docks, and habitable structures or permanent sanitation that existed on that date can't be expanded or rebuilt.

What happens to the dock permit when a Moneta lake house sells?

It has to be formally assigned to the new owner, including a transfer into a trust or an LLC. A permit that isn't assigned can be revoked.
