Riprap & Dock Work in Penhook, VA
Penhook covers a stretch of eastern Franklin County where the Blackwater part of Smith Mountain Lake runs along its north edge and the Cool Branch arm and the Pittsylvania County line mark its east side. For riprap, dock repair, a new dock or a lift, most Penhook lots follow Franklin County's rules, and lots just over the line follow Pittsylvania's. This page compares the two counties' permit triggers and recording fees and covers the AEP steps and costs.

Franklin or Pittsylvania?
The census-designated place of Penhook lies in Franklin County, with Route 40 running east to west through the middle and its southern half reaching nearly to the Pigg River. Land east of the county line is in Pittsylvania County, which holds only a small part of Smith Mountain Lake, including the access to the dam. The two counties set very different permit triggers, so confirm the county on your tax bill before a contractor prices permits into a quote.
On the Franklin side
Franklin's ordinance requires a land-disturbing permit at 3,000 square feet or more within 200 feet of surface water, well under the state's 10,000-square-foot line; permit questions go to 540-483-3027, ext. 2324. A riprap job along 200 feet of shoreline that disturbs a 15-foot strip comes to exactly 3,000 square feet, which meets it. Dock building permits come from Franklin County Building Inspections in Rocky Mount, and the AEP permit is recorded with the Franklin County Circuit Court Clerk for $43. The framing and wiring points in the lake counties' USBC dock guide are listed on the Union Hall page.
Across the line in Pittsylvania County
Pittsylvania County requires a land disturbance permit to disturb more than 10,000 square feet, and smaller disturbances are exempt from it. For permitted work, the county's erosion program calls for silt fence, diversion ditches or straw bales in low-lying areas before clearing, and stabilization of bare areas within seven days of final grade. AEP's stabilization form still asks for a county erosion and sediment permit, so ask Pittsylvania's Community Development office in Chatham how it handles a riprap job under 10,000 square feet.
Pittsylvania's list of work that needs a building permit doesn't mention docks, but it does include porches and decks and retaining walls over 3 feet; ask Building Inspections (434-432-7755) what it wants for a dock. A landscape wall up in the yard falls under that county rule, while below the 800-foot contour AEP prohibits bulkheads and seawalls unless FERC grants a variance. The AEP permit for a Pittsylvania lot is recorded for $48.
Pittsylvania also has a no-wake buoy ordinance for Smith Mountain and Leesville lakes (County Code § 44-1). Applications to place one go to the Smith Mountain Lake Policy Advisory Board, acting as the county's agent, and buoys also need Virginia DWR and Coast Guard approval. Va. Code § 15.2-1226 lets the county regulate docks below the 800-foot contour as well, so ask Building Inspections whether the county has dock rules of its own.
AEP rules for coves, steps and stone
If the cove in front of your dock has filled with sediment, dredging needs AEP and Corps permits, may remove only accumulated sediment, and can't happen from February 15 to June 15, in wetlands, within 10 horizontal feet of the 795-foot contour, or between the 793- and 795-foot contours.
Stairs to the water need an Occupancy and Use Permit. They can be no wider than 6 feet, must sit at least 30 feet from other structures, and must stay 15 feet from extended property or dock delineation lines; access paths are capped at 6 feet wide too.
For riprap, AEP wants clean rock no smaller than VDOT Class I, a slope of 2:1 or flatter and a toe buried a foot deep, and only where the bank is actively eroding. The riprap page covers the full application, and the permits guide puts AEP, the Corps and the counties in order. Dock sizes are on new docks, and repairs and lifts on dock repair and boat lifts.
What stone and dock work cost
Labeled national figures, not Penhook quotes. Hello Gravel (January 9, 2026) puts riprap stone at $30 to $100 a ton, $80 to $300 a ton installed, and $50 to $200 a ton for delivery far from a quarry; at the installed rates, 60 tons would be $4,800 to $18,000. Angi (2025 data) puts installed riprap at $70 to $400 per linear foot, so the 200-foot example runs $14,000 to $80,000. HomeAdvisor (2025) averages dock repair at $3,201, and Fixr (January 2025) puts boat lifts at $2,000 to $20,000. AEP charges no permit fee. The cost guide has the detail.
Penhook questions
Does a contractor need a Pittsylvania County permit for riprap just over the line?
Under the county's own rule, only if the disturbance tops 10,000 square feet. The AEP and Corps permits apply regardless of size, and AEP asks for the county erosion and sediment permit, so check how Pittsylvania treats a smaller shoreline job.
Can a contractor dredge the cove in front of my dock?
With AEP and Corps permits, outside February 15 to June 15, and only to take out sediment that has built up. Wetlands and the band between the 793- and 795-foot contours are off limits.
Does a contractor need a permit to build steps down to the water?
Yes, an AEP Occupancy and Use Permit, with the 6-foot width limit and the 30-foot spacing from other structures.
Can a contractor set a no-wake buoy near my dock?
Not on their own say-so. Buoys need Virginia DWR and Coast Guard approval. AEP's FAQ says no-wake zone applications go through the Tri-County Lakes Administrative Commission, and Pittsylvania's ordinance names the Smith Mountain Lake Policy Advisory Board as the county's agent for them.
